Staffing Schedule
The Department of Education and Skills published Circular 17/2017 which is the Staffing Schedule for the 2017/2018 school year. Schools must ensure that they inform the panel operator of any impending or fixed term vacancies for September 2016 by Thursday 30th March 2016.
Important changes to the Staffing Schedule to note:
Special Education Teacher Posts (S.E.T. Posts)
The new Special Education Teaching Allocation model, (circular 13/2017) combines the GAM/EAL
and Resource teaching allocations with posts allocated under the new model referred to as Special
Education Teaching (S.E.T.) posts. As a result of this all GAM/EAL clusters that are in place
for the 2016/2017 school year and any sharing arrangements for permanent and temporary
Resource posts will cease at the end of the 2016/2017 school year.
Appendix C of this circular sets out the special education teaching allocation of hours as notified to
each school by NCSE. The hours and minutes are now available to be clustered into a new full-
time (25 hour) permanent S.E.T. posts. Schools should use this information to cluster their part-
time special eduction hours into full-time permanent S.E.T. posts with neighbouring schools.
Schools have until 30th March 2017 to enter into cluster arrangements. The base school in
the cluster should submit the Form S.E.T. Cluster 2017 (Appendix D) to Primary Allocations.
Schools are reminded that once a S.E.T. cluster has been established it will remain in placeuntil the next review of
Special Education Teaching allocation by the N.C.S.E.
Filling a Provisionally Approved Posts (Developing Schools Posts, Appeals etc)
Please note that in a change to previous years, the only circumstance in which permanent posts
(Developing School Post, perm post approved under the staffing appeals criterion for small
schools, alleviating pressure on class sizes at infant level, temporary EAL approved under staffing
appeals criterion) can be filled on a permanent basis from 1st September 2017 is if the post is
being filled by a permanent/CID holding teacher who is due to be redeployed through main Panel
but is being retained in one of the posts above.
These posts cannot be filled on a permanent basis by teachers on the Supplementary Panel
unless notified that the post is not required for the redeployment of a permanent/CID
holding teacher. Schools that are given provisional approval for one of the teaching posts above
may only fill these post(s) on a temporary basis up to Friday 27th October 2017. It is important
that this arrangement is reflected in the terms of the fixed-term contract.
Other important dates to note:
• Main Redeployment panels are due to be published in late April.
• Closing date for schools to apply for a Developing Schools Post is 30th March 2017. Schools should ensure that the
complete the Application for Developing School Post form and submit it to the DES by this deadline.
• Closing date for schools to apply for CIDs to be awarded for the commencement of the 2017/2018 school year is 30th March
2017. Schools should ensure that they complete Form CIDApp(17/18) (Appendix H) and return it to the DES.
Information for teachers who have Main or Supplementary redeployment panel rights but are currently teaching in a school outside of the Educate Together network.
We are no longer accepting applications for transfers for 2017/2018 Educate Together Panel.
